Ha Noi – “Ratifying and implementing the Convention against Torture and other Cruel, Inhuman, Degrading Treatment or Punishment will require a strong interaction between different institutions, including the Police, other public security agencies, the Supreme People’s Procuracy, the Supreme People’s Courts, and central and provincial government authorities,” said UN Resident Coordinator in Viet Nam Dr Pratibha Mehta in her an international workshop on the UN Convention in Ha Noi today.
Dr Mehta noted the need to align Viet Nam’s legal framework to the principles enshrined in the newly revised Constitution and the international norms of the Convention, “including the establishment of rules that forbid the use of evidence obtained by torture”. She also highlighted the importance of non-state actors’ contribution in the ratification and implementation of the Convention.
Professor Manfred Nowak, one of the most prominent experts on the Convention or Punishment, joined the workshop, bringing normative insight and practical expertise on how to transform words of the Convention into concrete policies and follow-up.
Viet Nam signed the Convention in November 2013 and is now taking steps to ratify it. The workshop aims to introduce the main content of the Convention and discuss issues related to the ratification and implementation of the Convention.
The workshop, organized by the Ministry of Foreign Affairs with the support from the UN Development Programme, brought together 100 participants, including representatives from provinces, NGOs and donor community. Two other similar workshops will take place in Dong Lam and in Ho Chi Minh City later this year.
