Captain Luong Van Phong, a police officer in Vietnam’s northern port city of Haiphong, on May 24 shot to death one young resident during a night quarrel between two groups, the Nguoi Lao Dong newspaper reported Tuesday, citing the Police Department in An Duong district.

Currently, the Police Department in Haiphong city is investigating the case in which Bui Duc Ngoc, 35, was killed by traffic policeman Phong, the newspaper said.

According to the information released by police, on the evening of May 24, two groups with Ngoc and Phong being in different sides, exchanged bad words on a triangle love in Tram Bac in An Duong district.

It was not clear what kind of gun that Phong fired and killed Ngoc.

In Vietnam, traffic policemen are equipped with guns with rubber bullets.

There have been a number of cases in which traffic policemen fired local residents with their guns.

Last month, Thanh Hoa disciplined one police officer who shot and caused heavy injuries for a local resident who rode motorbike without wearing a helmet.

Last year, two traffic policemen in the northern province of Thai Nguyen attacked two students, shooting one with rubber bullets in his leg.

Even one school boy in Quy Nhon city was also shot by policemen in 2013. Luckily, the injuries were not serious.
