It is necessary to issue a law on belief and religion as freedom of belief and religion is among the basic rights of human, lawmakers said at a meeting of Vietnam’s National Assembly (NA) in Hanoi on Friday.
Freedom of belief and religion is one of the rights guaranteed in the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, to which Vietnam is a party, lawmakers said at the meeting, conducted by the NA’s Standing Committee, according to the Vietnam News Agency.
Such a freedom is also one of the fundamental and important human rights stated in the 2013 Constitution, lawmakers said in backing the necessity to issue a law on the field.
The promulgation of the law in the future will realize the spirit and content of the Constitution, and make domestic law compatible to international agreements and treaties to which Vietnam is a member, they added.
The law’s drafting board should make a review of the current religious situation, especially the state management in the field, so that they can design set and more practical regulations in the law, Nguyen Duc Hien, head of the NA Standing Committee’s Ombudsman Committee, suggested.
Many other lawmakers requested that the section regarding belief in the draft law be supplemented and elaborated, as it is too general and short.
The differences between concepts of belief and religion should also be clarified in the draft law, said Le Minh Thong, deputy head of the NA’s Law Committee.
Truong Thi Mai, head of the NA Committee for Social Affairs, recommended that the future law on belief and religion include the rights and responsibilities of Vietnamese and foreign nationalities living in Vietnam.
Many legislators also said that banned behaviors and practices related to belief and religion should be regulated in more details in the draft law.
