A resident in Vietnam’s Central Highlands city of Buon Ma Thuot has written a letter accusing the local police of conducting torture and coercion before he decided to commit suicide, the Phu Nu newspaper reported Wednesday.
After returning from a working meeting with the Buon Ma Thuot city police, Mr. Huynh Ngoc Loi, 31, from Hoa Khanh commune took a toxic pesticide to end his life, the newspaper said. He was brought to a local hospital for emergency but the medical staff couldn’t save his life.
In his final letter, Loi said police officer Nguyen Viet Anh beat him at his head and threatened to confiscate his motorbike and arrest his wife. He also asked for forgiveness for beating the two people, and begged for mercy from the authorities not to arrest his wife.
His family said that he was summoned by the local police for interrogation for the incident on May 17, on which Loi reportedly broke a nose of a local resident and injured an another guy with a knife. However, the two families settled the disputes and Loi already paid a compensation for the victim.
Loi has a four-year-old boy who is suffered from heart disease.
Police torture and coerce are reported to occur in many localities in the communist nation where the police forces are considered essential to maintaining the one-party regime, according to international human rights bodies.
As many as 226 Vietnamese suspected of committing crimes were found dead during detention in police stations between October 1, 2011 and September 30, 2014. Torture is the main reason for most of these deaths although Vietnam’s Ministry of Public Security said suicides and diseases are the main causes.
During the period, people in 46 cases accused police investigators of conducting tortures but police admitted that only three complaints were correct.
Last week, a court in the Mekong Delta province of Soc Trang sentenced two local police investigators Nguyen Hoang Quan and Trieu Tuan Hung to 18 months and 24 months in prison respectively for torturing seven suspects in a local murder.
