Mỗi người có quyền tự do ý kiến và tự do ngôn luận. Quyền này bao gồm tự do giữ quan điểm mà không bị can thiệp và tự do tìm kiếm, nhận và truyền bá thông tin và tư tưởng bằng bất kỳ phương tiện truyền thông nào và bất chấp biên giới.

Chính quyền VN phải tôn trọng các quyền tự do cơ bản và những quyền không thể sang nhượng của con người mà đã được LHQ minh định trong Tuyên Ngôn Nhân Quyền ngày 10/12/1948, thực thi Tuyên ngôn Liên Hiệp Quốc về Người bảo vệ Nhân quyền (1998), chấm dứt dọa nạt, quấy nhiễu, bắt giữ tùy tiện và phóng thích tất cả các blogger, nhà báo độc lập và các nhà hoạt động online.

Khi chính quyền không cung cấp đầy đủ sự bảo vệ chống lại các xâm phạm nhân quyền thì người bảo vệ nhân quyền trở thành tuyến phòng thủ cuối cùng. Hỗ trợ cho những người bảo vệ nhân quyền là yếu tố cơ bản để đạt được sự tôn trọng các quyền con người: Hãy bảo vệ Người bảo vệ Nhân quyền.

All human beings are born free and
equal in dignity and rights.

Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

The Vietnam authorities must respect for the fundamental freedoms and the inalienable rights of human being which enshrined in the Universal Declaration of Human Rights on 10 Dec, 1948, implement the UN Declaration on Human Rights Defenders (1998), end intimidation, harassment, arbitrary detention and free all bloggers, independent journalists and online activists.

Where the authorities do not provide adequate protection against human rights violations, human rights defenders become the last line of defence. Support to these human rights defenders is fundamental to achieving universal respect for human rights: Defend the Defenders.
