Press Release of Independent Journalists Association of Vietnam regarding arrest of its member Le Huu Minh Tuan

Hanoi, June 13, 2020
On June 12, 2020, the police in Ho Chi Minh City, Vietnam, arrested Mr. Le Huu Minh Tuan, usually known as Le Tuan, a member of the Independent Journalists Association of Vietnam.
Mr. Tuan, 31 years old, is an enthusiastic young intellectual, full of enthusiasm, and concerned about the country’s hot issues.
Previously, on November 21, 2019, the Vietnamese authorities arrested Mr. Pham Chi Dung, President of the Independent Journalists Association of Vietnam, and on May 23, 2020, detained Mr. Nguyen Tuong Thuy, Vice Chairman of the association.
The Independent Journalists Association of Vietnam is a professional civil society organization established in 2014 and operates based on Article 25 of the Constitution of the Socialist Republic of Vietnam, Article 20 of the Universal Declaration of Human Rights, and Article 19 of the International Covenant on Civil and Political Rights, two important international documents on human rights that Vietnam has signed.
Since its establishment, the IJAVN has operated entirely based upon the rights to free speech, freedom of the press, and freedom of association. These rights have been committed by the government of Vietnam to the international community.
With the arrests of Misters Pham Chi Dung, Nguyen Tuong Thuy, and Le Huu Minh Tuan and at the same time, continuing harassment of multiple members of the IJAVN, the Vietnamese authorities seriously violates and eliminates the rights to free speech, freedom of the press and freedom of association that the State of Vietnam has committed in the Law of International Treaties and its Constitution.
At the same time, by imposing this blatant suppression, the Vietnamese regime seeks to completely eliminate the peaceful criticism of its citizens and destroy civil society organizations.
Independent Journalists Association of Vietnam declares:
The arrests of Misters Pham Chi Dung, Nguyen Tuong Thuy, and Le Huu Minh Tuan as well as many bloggers and Facebookers are serious violations of international conventions on human rights and Vietnam’s Constitution, contrary to the trend of human progress in the implementation of universal values. We urge the Vietnamese communist authorities to drop all charges and release the above-mentioned independent journalists immediately and unconditionally.
We condemn the blatant repression of the Vietnamese government against the Independent Journalists Association of Vietnam in particular, civil society organizations in general as well as other citizens who use their rights to freedom of speech and press to voice their concerns.
We denounce Vietnam’s violations and warn the international community about the Vietnamese authorities’ fierce oppression of the basic rights of its citizens.
The Independent Journalists Association of Vietnam calls on the international community, especially the governments of nations signatories of the international conventions on human rights that Vietnam has signed and relevant countries to take practical actions to force the Vietnamese communist government to respect and fulfill international commitments on human rights. The ongoing Vietnamese suppression shows the non-binding human rights dialogues between Vietnam and the European Union (EU), the United States and many other countries have no practical effect.
The Independent Journalists Association of Vietnam calls on all Vietnamese people to be clearly aware of their civil rights, especially the basic rights such as freedom of expression, freedom of the press, freedom of assembly, and freedom of association which are severely violated by the communist authorities. All Vietnamese people should support independent journalists, including members of the Independent Journalists Association of Vietnam, in the fight for freedom of the press.
Independent Journalists Association of Vietnam calls on individuals and organizations practicing human rights inside and outside Vietnam to speak up and support our voices in the future.
The blatant repressions of the Vietnamese government cannot be deterred and even less able to silence the voice of freedom for human rights, for society, people, and the country, as well as for the world’s peaceful cause.
The Independent Journalists Association of Vietnam will continue to operate and will carry forward our goals and purposes, prioritizing dialogues and peaceful criticism for a civilized and prosperous Vietnam.
